I have no idea who E.P.S. Man is but Spotlight was a label that, I think, had something to do with Basement Records/Vinyl Distribution.
A few of the other releases on here were by well known producers under pseudonyms so the the quality many of them is pretty high. It’s a label that’s not particularly well known as far as I can tell, which is a shame as they put out some really good tunes.
Shockout is a ragga & amen smasher, very much in the same vein as many, many other releases from 1995. A pretty huge bassline (actually perhaps a little too loud in the mix) makes this a nice one to draw out every now & then and surprise people with.
The best thing about most things on Spotlight is that they can be picked up for next to nothing so get digging!
